The Executive Yuan approved the Hualien-Taitung Efficiency Improvement Project on March 12, 2010. The project is designed to improve the efficiency of rail transport in the Hualien-Taitung area, raise the train load factor on the TRA Hualien-Taitung Line, support the government's energy-saving and carbon reduction policy, further integrate bicycle and train travel, and support sustainable development in eastern Taiwan.
The project covers the rail line from Sincheng Station in Hualien to Taitung Station. Renovation and reconstruction work will be carried out at 27 stations along the line into hubs for tourism travel in the Hualien-Taitung area. The stations will also be designed to reflect the local culture and qualities, with unique themes for each township, so as to stimulate development of local tourism industries and promote local economic growth. The total cost of this project is NT$6.08 billion. The project is due to be completed in September 2019.
